PROBLEM TO BE SOLVED: To improve the DC characteristic (DC breakdown voltage) by providing an insulating layer made of cross-linked polyethylene cross-linked when a conduc tive additive of specific pts.wt. is mixed to polyethylene having specific crystallinity. ;SOLUTION: An insulating layer 8 provided between an inner semiconductive layer 6 and an outer semiconductive layer 10 is made of a cross-linked polyethylene cross-linked by a material added and mixed with a conductive additive to low-crystallinity polyethylene and added and mixed with an age resistor such as an antioxidant and a cross-linking agent such as dicumyl peroxide. The cross-linked polyethylene cross-linked when the conductive additive of 0.1-0.8 pts.wt. is mixed to polyethylene of 100 pts.wt. having the crystallinity of 30-40 is used.
