PROBLEM TO BE SOLVED: To provide a rock wool capable of solving the shortage of man power in an agricultural field, eliminating loss by labor saving and increasing a profit by saving the labor for the application of a fertilizer. SOLUTION: A thin rock wool plate 1 having a thickness of one third of a rock wool plate already having been used as a substitute of a seeding bed soil is produced instead of a general seeding bed soil, and subsequently laid in a seedling box 2. A urea fertilizer coated with a fertilizer effect-adjusting material is spread on the upper surface of the laid rock wool plate, and subsequently covered with another thin rock wool plate 1. Seeds are sowed on the laminated rock wool plates, and the seedlings are subsequently raised. Thereby, labors for applying the fertilizer to regular rice paddy and for making a seedling bed soil can be saved.
