PROBLEM TO BE SOLVED: To provide a method for easily manufacturing a plastic-coated steel tube by giving a tube axial direction supporting force durable against an external force of a tube axial direction even if a piping length between shafts is long. ;SOLUTION: A cut and preceding coated steel tube 16 is transferred to a recess forming unit B, and an end fixing tool 12 of a rope 9 is mounted at an end of the tube 16 in which a resin layer is not yet completely cured. A feeding direction of the rope 9 is set by a positioning tool 14 in response to a predetermined oblique angle to a tube axial direction. When a skew roll 13 is rotated at a predetermined rotating speed, the tube 16 is rotatably transferred to right side, and the rope 9 is wound on a periphery of an outermost resin layer 2d of the tube 16. The rope 9 is urged to the outermost resin layer by a plurality of pressure rolls 11, and predetermined groove-like recesses are formed.
