PROBLEM TO BE SOLVED: To provide an image-enhancing device, an image-enhancing method and a video printer for enabling enhancement of an arbitrary frequency band and capable of effectively enhancing even with respect to an image in a low-frequency band. SOLUTION: An image enhancing device is provided with a high-pass filter 111 to enhance a first band by passing image data through a high-frequency band among frequency bands of the image data and an intermediate band pass filter 112 for enhancing a second band by passing the image data through a high-frequency band of a low-frequency band in the low-frequency band, among the frequency bands of the image data so that the specified frequency band of the image data is enhanced.
