PROBLEM TO BE SOLVED: To easily place a lining concrete with less labor while using lightened and simplified forms and support members. ;SOLUTION: A cloth member 17 is stuck along the inner peripheral face in a plan of the secondary lining body 13. And concrete is placed in the space between the cloth member 17 and the inner wall face of the primary lining 12 formed by concrete spray. The cloth member 17 is prevented from warping by the tension thereof to keep the shape of the placed concrete and cure it.
