PROBLEM TO BE SOLVED: To efficiently carry out a reconstruction work even in a reconstruction site of a small execution area and rapidly open the traffic after execution, by laying an asphalt mixture layer and a mixture layer of an asphalt emulsion and cement in the upper and lower layers in this order. ;SOLUTION: A mixture 11 of an asphalt emulsion and cement is placed on the upper face of back-filling aggregate 10 and cured. Thereafter, asphalt blocks 12a, 12b are laid thereon. The mixture 11 of an asphalt emulsion and cement has not only the rigidity of cement but also the deflective property of asphalt and even a small quantity of the mixture can be produced in relatively simple equipment at an execution site. And after the execution, a required strength can be obtained in a short time and the traffic can be rapidly opened.
