PROBLEM TO BE SOLVED: To provide a lightweight vegetational soil which is lightweight, easy in transportation and application, and excellent in the sprouting rate of seeding plants, and in which the breakage of sprouts after sprouting and the root breakage are not caused. ;SOLUTION: A lightweight vegetational soil is made by uniformly adding and mixing plant seeds and fertilizer components in a low water content culture soil in which the water content rate is adjusted to 10 to 45 wt.%, preferably to 15 to 43 wt.%, and it is enclosed in a sandbag having a sprouting permeability. Plant seeds of 2000 to 4000 grains/20 liters and fertilizer components of 0.1 to 2.0 wt.% are added to a low water content soil of water content rate of 10 to 30 wt.% in which a simple substance or a mixture of several kinds of organic or inorganic plant raising material whose original specific gravity is 0.2 or less and which has water-repellent performance is included, and also when water is plenished after application of the sandbag, 0.001 to 0.1 wt.% of a nonionic surface active agent that quickly absorbs the water necessary for sprouting and growth of plants is added. As the fertilizer components, one kind or two kinds or more of microorganism metabolic fertilizer, coating fertilizer, or water-insoluble processed fertilizer are used.;COPYRIGHT: (C)1998,JPO
