PROBLEM TO BE SOLVED: To surely apply a water stopping agent between wires. ;SOLUTION: This device includes: a water stopping agent applicator 100, in which a pair of right and left belts 8, 9 vertically circulated opposite to each other on a base, wire holding grooves 8a, 9a are provided continuously on the outer peripheral surfaces of the belts at constant pitches in a circumferential direction, and wires W inserted from above are lowered as they are arranged in a line (and clamped) by the opposite wire holding grooves 8a, 9a located on both sides; a water stopping agent ejector 101 ejecting a water stopping agent 11 into the wire holding grooves 8a, 9a that come to locate at the upper ends of the belts 8, 9; and a wire receiving mean 102 in which a tray 15 is placed below the pair of right of right and left belts 8, 9, a sheet is placed on the tray 15, and the wires W covered with the water stopping agent 11 dropping onto the sheet from between the opposite belts are received.
