PROBLEM TO BE SOLVED: To vertically fix a sill to a foundation and horizontally allow a building to move in the range of the movement of an earthquake, by fitting a support metal tool for a connecting metal tool at the sill side of the connecting metal tool and a support metal tool for a connecting metal tool at the foundation side of the connecting metal tool respectively so as to be horizontally rotatable. ;SOLUTION: Vibration of an earthquake is attenuated by use of both a rolling load-receiver 22 and an earthquake energy-attenuating device 23. The load of a building is supported by the rolling load-receiver 22. The lateral vibration of an earthquake wave is not propagated intensively to the sill 11 even if the foundation vibrates because of the rolling of stainless steel balls of the rolling load-receiver 22. When it is applied to a framework method, the support metal tool of the sill side connecting metal tool is fixed to the wooden sill 11 with nails and the support metal tool of the foundation side connection metal tool is inserted into the concrete foundation. When the lateral vibration is propageted to the foundation to pass through the rolling load-receiver 22, the lateral vibration is little propagated to the sill 11. The sill 11 and the foundation are vertically fixed with connection devices, althrough they are freely movable at 360 degrees in the horizontal direction.;COPYRIGHT: (C)1998,JPO
