PROBLEM TO BE SOLVED: To provide a generating and input device for a network address by which the user of a network such as the Internet easily enters an address of a connection destination. ;SOLUTION: This device is provided with an address character string entry section 10 to enter an address character string corresponding to a network address, an adaptive arithmetic coding section 20 that encodes a received address character string to obtain an address symbol string, and an address symbol string output section 30 that provides an output of the obtained address symbol string, and the adaptive arithmetic coding section 20 selects one probability distribution function according to a state transition table 50 that sets one probability distribution function to be used depending on the state of coding of each character string among a plurality of probability distribution functions 40 assigning a probability distribution to each divided character string resulting from dividing an address character string into a plurality of character strings, and encodes each divided character string by using the selected probability distribution function 40.;COPYRIGHT: (C)1998,JPO
