PROBLEM TO BE SOLVED: To built up an adaptive system by which a video memory resource is automatically managed by applying sub-sampling data after an MPEG expansion before data are stored in a video memory buffer, applying a re-compression to the data, and up-sampling decoded and expanded data. ;SOLUTION: MPEG DCT data expansion is applied to a relatively expanded block and expanded I-DCT data corresponding to I and P pictures are written each buffer being an external memory by using an MR encoder/decoder, re- compression data read out of a DRAM are decoded and expanded and fed to a display unit. A macro block of re-configured I-DCT data is given to a conversion circuit 'macro block raster scan' and displayed. In this process, since the buffer is in a macro cell 'macro block raster scan converter B- picture', no buffer is required to an external memory to store the B picture.;COPYRIGHT: (C)1998,JPO
