The present invention relates to a technique for removing nitrogen oxides (NOx) in exhaust gas discharged from a boiler or the like. When the temperature of the exhaust gas is not more than 100.degree. C., the activated carbon for the raw material is heat-treated at 600 to 1200.degree. C. in a non oxidizing atmosphere, and the oxygenated functional group on the surface thereof is removed, and the heat treated activated carbon having the surface oxygen amount / surface carbon amount of 0.05 or less is preferably used. In the case where the temperature of the exhaust gas exceeds 100 u00b0 C., the activated carbon for the raw material is heat-treated at a temperature of 600 to 1200 u00b0 C. in a non oxidizing atmosphere, and the surface thereof is activated by sulfuric acid or nitric acid and the oxidizing oxygen containing functional group is added, and is preferably used.
