This invention relates to a technique for removingnitrogen oxides (NO x) present in exhaust gases dischargedfrom boilers and the like. When the temperature of theexhaust gas is 100°C or below, a heat-treated active carbonproduced by heat-treating a raw active carbon at 600 to1,200'C in a non-oxidizing atmosphere so as to removeoxygen-containing functional groups present at the surfaces thereofand thereby reduce the atomic surface oxygen/surface carbonratio to 0.05 or less is preferably used. When thetemperature of the exhaust gas exceeds 100'C, a heat-treatedactive carbon produced by heat-treating a raw active carbonat 600 to 1,200°C in a non-oxidizing atmosphere andactivating the surfaces thereof with sulfuric acid or nitricacid to impart oxidizing oxygen-containing functional groupsthereto is preferably used.
