PROBLEM TO BE SOLVED: To simplify the operation of a device so as to apply a large force, and resist the device even against dynamic force and frictional force applied to a pipeline, by providing a tension driving gear arranged on a vertical tension frame, and a stretching member whose one side is connected to an apparatus and other is connected to the tension driving gear. ;SOLUTION: A tension frame is mounted in the end part of the final individual pipe by a replaceable adapter 12, and a high pressure air hose and a chain 9 are guided to the outside through a slit opening 13. A chain pulley formed as a sprocket having the reverse rotation stoppers of a ratchet 15 and a ratchet mechanism 16, is rotatably journalled in the range of an opening 13 in a base 11. One end of hydraulic piston cylinder unit 18 arranged on both sides of the chain pulley, is fixed on the base 11, and a roll 21 guided by the guide 22 of the base 11 and a transverse shaft 20 for holding a center direction changing roll 23, are fixed at the end of a piston rod 19.;COPYRIGHT: (C)1998,JPO
