PROBLEM TO BE SOLVED: To provide a kinetic strength measuring instrument, with which the kinetic strength of a living body is exactly measured, and a kinetic load controller with which high efficiency can be provided concerning the exercises of the living body and excessive loads are not applied at the same time. SOLUTION: The product of an average blood pressure value EBPMEAN of the living body and a pulse rate PR is calculated as a kinetic strength MPRP (=EBPMEAN×PR) by a kinetic strength calculating means 82. This average blood pressure value becomes a value dividing the integrated value of blood waveforms per pulse, for example, with the cycle of one pulse, namely, becomes the level of centroid in the area of blood pressure waveforms. Since it is comparatively exactly correspondent to cardiac blood feeding work quantity or the strength of force for feeding blood into a blood vessel per pulse, the kinetic strength value exactly expressing the kinetic load of the living body can be measured. Since a linetic load control means 90 controls the load of an ergometer so that the kinetic strength can become the target kinetic strength value MPRPM, high efficiency can be provided concerning the exercises of the living body and the excessive loads are not applied at the same time.
