PURPOSE: To maintain a high damping effect even when the function of active type control is damaged by trouble, etc., by combining a passive type damper controller with a variable attenuator. ;CONSTITUTION: A pressure control valve 22 giving a specified damping coefficient and an orifice 24 are mounted in parallel with the flow control valve 12 of a cylinder type variable attenuator. The flow control valve 12 is formed in the structure of normal lock, and the device is given the specified damping coefficient Cmax by the pressure control valve 22 and the orifice 24 without operating the flow control valve 12 against small earthquake and wind. The opening of the flow control valve 12 is controlled against a large earthquake in a certain extent, and the damping coefficient of the device is controlled actively within a range of 0C≤Cmax.
