PURPOSE: To maintain a high damping effect even when the function of active type control is damaged by trouble, etc., by combining a passive type damper controller with a variable attenuator. ;CONSTITUTION: A pressure control valve 22 giving a specified damping coefficient and an orifice 24 are mounted in parallel with the flow control valve 12 of a cylinder type variable attenuator.
