PURPOSE:To prevent the illicit boarding/alighting actions between a station out of a prescribed range and a station within the prescribed range by securing the correlated operations between an entrance controller and a go-out controller. CONSTITUTION:A user holds a season ticket K and a passenger ticket K1 and enters a station A with the ticket K1. When the user gets on a train at the station A and then gets off the train at a station I, the trouble ticket K is put into a reading part 19 of a go-out controller 3. The part 19 scans a magnetic stripe MS of the ticket K to read the prescribed range information and the normal entrance information. The reading result of the part 19 is sent to a deciding part 20 by a 2nd control part 17. The presence or absence of the normal entrance information is decided at the part 20. When the part 20 decide the absence of the normal entrance information, a go-out deciding means 22 decides the user as an illicit one and inhibits the user from going out of the station I. Thus the illicit get-on/get-off actions can be prevented between a station out of a prescribed range and a station within the prescribed range.
