PURPOSE:To render a concn. distribution of a dopant fit for the material of a functional optical fiber by impregnating dopant ions into a base material made of quartz-based porous glass and sintering the base material after heating in a specified atmosphere. CONSTITUTION:A base material made of quartz-based porous glass is immersed in a soln. contg. dopant ions to impregnate the dopant ions into the base material. This base material is dried and heated in a reducing atmosphere contg. one or more kinds of gaseous halogen compds. selected among chlorine and bromine compds. or in an oxygen-free atmosphere contg. the gaseous halogen compds. to stabilize the dopant. The base material is then sintered.
