SUBSTANCE: method involves fixing blank by retaining it by means of pressing member on immovable plate configured to correspond development form; cutting out blank development by cutters, with rotating cutter blades successively cooperating with immovable plate edges. Apparatus has plate configured in accordance with form of blank development and defining counterknife. Two sets of cutters are mounted on two parallel shafts, which are positioned at both sides of plate and rotate in opposite directions. Cutters are arranged so as to provide scissor-type cutting of blank. EFFECT: increased efficiency and enhanced reliability in operation. 3 cl, 4 dwg
