PROBLEM TO BE SOLVED: To provide high damping performance to vertical and horizontal vibrations and easily correct the inclination of a floating body by an off-centered load by holding the position of a structure by a plurality of mooring ropes having a pretension added thereto which are mounted between a water storage tank bottom part and the floating body bottom part. ;SOLUTION: A structure 4 is constructed on a floating body 3 floated on a water storage tank 1 provided on a ground 2. The structure 4 is moored by a plurality of mooring ropes 5 mounted between a recessed part 1a formed on the bottom part of the water storage tank 1 and the bottom part of the floating body 3. A required pretension is imparted to the mooring ropes 5 by a tension rod, and the horizontal posture and position of the floating body 3 is held by regulating the pretension of each mooring rope 5. Thus, the inclination of the floating body 3 by the off-centered load of the structure 4 can be easily corrected. Since the mooring ropes 5 are vertically arranged, the horizontal vibration of the ground 2 is hardly transmitted to the floating body 3 in an earthquake, and the vertical vibration is also suppressed by a base isolation device.
