PROBLEM TO BE SOLVED: To properly perform a start control of an occupant crash protection device having inflators in the two-step system. SOLUTION: After a first inflator is put on, the sensed deceleration/ acceleration is compared with the previously stored value of deceleration and acceleration (Step 116), and a temporal integration is conducted (Step 118) about the portion in excess of the stored deceleration and acceleration when and after the sensed value exceeds the stored value and the deceleration has become greater. The integral value is added (Step 122) to the speed integral value as temporal integration of the deceleration/acceleration at the time judgement is passed that the sensed deceleration/acceleration has exceeded the stored value, and if the result from adding exceeds the specified threshold (Step 124), the second inflator is put on (Step 126). Even if a retardance in the speed integral value has occurred, it is practicable to certainly put on the second inflator.
