PROBLEM TO BE SOLVED: To automatically and optimally arrange a component without interviewing an expert to extract knowledge by using classification element systems having a specific function. SOLUTION: A classification element system 13 decides an arrangement priority of each component based on each attribute value of the each component inputted from a component memory part 11. A classification element system 14 decides the arrangement position of the component based on the attribute value of a component that has the highest arrangement priority among the respective components. A classification element system 15 decides whether or not to perform the correction operation of the arrangement positions of the components based on the attribute value of the component arranged by the system 14 and the attribute values of the components that are already arranged. An arranging part 16 decides the arrangement position of each component based on the division result and performs the arrangement. An evaluating part 17 sends the evaluation results to a learning end deciding part 18 and learning part 21 to 23. The part 21 to 23 learn the rules of the systems 13 to 15 by using either of a genetic algorithm or enhanced learning.
