PROBLEM TO BE SOLVED: To provide high ion conductivity, adequate slid strength and fire resistance by containing at least one kind of flame retarder in the high molecular solid electrolyte. SOLUTION: This high molecular solid electrolyte has at lest a high molecular matrix and the electrolyte salt, and furthermore contains one or more kinds of flame retarder. As a flame retarder, an organic phosphorus compound, halogen compound and the halogen contained phosphorus compound is used. Especially, the phosphorus compound is preferable, and more preferably, the halogen contained phosphorus compound compounded with the phosphorus compound and the nitrogen contained phosphorus compound are used to improve the fire resistance with a small quantity of use. As an electrolyte salt, LiPF6 , having high ion conductivity is especially desirable to provide the self fire extinguishing property at the time of burning. As a high molecular matrix, a bridged high molecular matrix is desirable. As a polymeric compound for obtaining the high molecular matrix, mono functional or multifunctional methacrylate monomer or the like is used.
