PROBLEM TO BE SOLVED: To improve punchability by adding a water-soluble organic compound into the agent for forming coating film, which contains a metal phosphate and an organic resin as main components, to increase the dispersion property into inorganic component of metal phosphate and thereby increasing the quantity of organic carbon in the surface of the coated film. ;SOLUTION: The compound selected from alcohols, esters, ketones, ethers, carbonic acids, sugars, etc., which have a boiling point or sublimation point more than 100°C and are compatible with inorganic liquid of phosphate, etc., is preferably used as the watersoluble organic compounds to be added to the agent for forming coating film. The agent for forming insulating film is prepared by adding 5-50 parts by weight of this organic compound to 100 parts by weight of metal phosphate, and then is applied on the surface of steel-sheet, and further is put together by baking at 20-400°C to obtain such coating film that the intensity of carbon 1s peak is 4-20 times of the intensity of phosphorus 2s peak, which have been measured by the photoelectron spectoscopy. The suitable coating quantity, after baking, of the agent for forming coating film is about 1.2 g/m2.;COPYRIGHT: (C)1999,JPO
