PROBLEM TO BE SOLVED: To generate and propagate electric vector potential in a wide range by arranging plural dielectrics radially on nearly the same plane and applying oscillation voltage to each of them. ;SOLUTION: At an energy sending device 11, electrodes 13 and 14 are provided on both of the mutually opposed surfaces of a dielectric 12 in the shape of a rectangular parallelopiped, a cube, etc., in one body with this.
