PROBLEM TO BE SOLVED: To improve the response speed of the client-server decentralized system. SOLUTION: When a client 30b makes a request to refer to a message 1 (process (1)), server software 4 compares the client 30b with access authority information 26 saved in a data base 12 to check access authority (process (2)). When a message 1 is stored in a cache file 22, the message 1 is sent back from the cache file 22 (process (3)-2), but when there is not the message 1 in the cache file 22, retrieval from the data base 12 is performed to send the message 1 back (process (3)-2). Simultaneously with the check on the access authority, it is judged whether or not the data base 12 is updated according to the update state 26 stored in the data base 12 and when the data base is updated, a caching thread 2 is so generated that the cache file 22 is updated as a background process on the server 10.
