PURPOSE:To determine a fault section accurately in an early peiod by comparing the operating patterns of relays and breakers and the operating patterns of protecting relays and breakers. CONSTITUTION:An inference mechanism 8 checks a working region 7 and a model base 51. The region and the model base are divided into a plurality of units. One or more fault-section candidates to be determined are formed based on the combinations of the divided sections (power-outage blocks). Then, whether the operation data of relays and breakers in each fault section candadate agree with the actual operation data which are inputted at preset or not, i.e. the matching between both data, is verified for the fault-section candidates. At this time, when there is contradiction between the assumed operation data and the actual operation data, the validity as the fault section is verified for all the fault-section candidates.
