PURPOSE: To reduce the block distortion of a decoded image by performing a signal processing so as to reduce high frequency components adaptively to the difference of the sizes of the block quantized width values between areas for the boundary part of a block. CONSTITUTION: The bit stream inputted in an input terminal 1 is inputted in the buffer memory 8 and the buffer memory 4 in a decoder integrated circuit 3. The bit stream read from a memory 4 is inputted in a detection part 5, successive block quantization information for every area is detected and the information is inputted in a control signal generation part 6. The bit stream from a memory 8 is inputted in a variable length decoding part 9, an inverse quantization is performed for composited image data and block quantization information in an inverse quantization part 10, an inverse DCT is performed for the image data in an inverse DCT 11, the image data is inputted in an addition part 12, the image data for which a motion compensation is performed in an inverse motion compensation part 13 is added and the image data is an image memory 14. The control signal from the signal generation part 6 is inputted in a filter 7 and a processing reducing high frequency components adaptively to the difference of the sizes of the block quantization width values at the block boundary of the image data from the memory 14 is performed.
