PROBLEM TO BE SOLVED: To eliminate passage between processors of MTP level-3 and transmit a NO7 signal from a host processor to a corresponding processor of MTP level-3 not only when a routing change is made owing to a change in the state of a signal link, but also even when a routing change accompanied by no change in the state of the signal link is made by forcible bypassing, control bypassing, etc. ;SOLUTION: An MTP level-3 management part of an NO7 MTP host user processing processor recognizes the states of the signal link and signal link group and sends them to the host processor to store them in a signal by ground link group table and an SLS correspondence level-3 processor table, so that the host processor can select a level-3 processor where the signal link to which the NO7 signal should be transmitted is connected by referring to the signal by ground link group table and SLS correspondence level-3 processor table.;COPYRIGHT: (C)1998,JPO
