PURPOSE:To enable a coupon ticket issuing machine even having a ticket bagging and issuing function to issue coupon tickets without enlarging the hardware of the machine and without increasing parts in numbers. CONSTITUTION:The mechanism of this ticket issuing machine is that after extending roll paper from the supply side and cutting off the roll into a number of commutation tickets having a predetermined length, tickets are treated for encode processing such as printing, magnetizing, and so on, and after completing this encode processing, normal tickets are discharged outside via a discharge conveying passage 15, while abnormal tickets are taken in an internal disused ticket collecting section 23 via a collecting conveying passage 16. This ticket issuing machine is one with a ticket bagging and issuing function provided with a bag issuing means that to the collecting side of the collecting conveying passage 16 a bag supply section is connected that allows a ticket collecting bag K for bagging a plurality of tickets to be extended, and that when issuing tickets, the ticket collecting bag K is extended from the ticket supply section and also the collecting conveying passage 16 is driven in the ticket discharging direction to guide the bag as far as a ticket bagging position K1.
