MOTION START TIMING MEASURING INSTRUMENT, FLYING START PRESENCE/ABSENCE JUDGING DEVICE AND SIGNAL NEGLECTING VEHICLE DETECTING DEVICE

PROBLEM TO BE SOLVED: To automatically measure the timing of an object to start motion based on the informing concerning the motion of the object by detecting the information based on the output of a monitoring. ;SOLUTION: A flying start presence/absence judging device of athletic sports, for example, consists of a video camera 1, a starting device 2, a judging circuit 3 and a flying start reporting device 4. The video camera 1 is attached to a position from which whole athletes standing at a start line in a row are taken. When a measurement start signal issuing button 21 is pressed by a starter, a measurement start signal S1 is outputted from a start device 2. When a trigger 22 is pulled, a gun short and a start signal S2 are outputted. Moreover, a motion detecting circuit 31 which receives the output of the video camera 1 calculates a motion vector at every frame and outputs a motion detecting signal S3 at the point of time when motion occurs for the first time based on the calculated motion vector. When the output of the motion detecting signal S3 exists before the point of time when the start signal S2 is outputted, false start is judged to exist.;COPYRIGHT: (C)1998,JPO
