PROBLEM TO BE SOLVED: To provide an emergency call priority connection device by which an emergency call is quickly and higly efficiently connected. SOLUTION: A call reception means 11 receives a call. A speech line monitor means 12 monitors a state of a speech line with a base station 40. In the case that a changeover message notice means 13 receives an emergency call while all speech lines are busy, the emergency call is held and the means 13 instructs it to the base station 40 by switching a busy channel of a general call to other base station 50. A connection available number measurement means 14 references a reply message 14a from the base station 40 and stores number of mobile sets 60 connectable through channel switching. A general call mobile means 15 moves general calls in communication with the other base station 50 by a channel switching request from the base station 40. An emergency call connection means 16 connects an emergency call to an idle speech line.
