PURPOSE:To realize the addition of a function of an exchange service in a short period by regarding an exchange software as parts of various function units and allowing a network managing software to have the control right. CONSTITUTION:An operator of a network managing equipment NME converts constitution data of each exchange EX1-EX3 centralized and generated through a machine interface of a high level consisting of a display device CRT, a keyboard KBD and a mouse MUS to a data base to an information accumulating device DB of the network managing equipment NME. Subsequently, with respect to a specific area in a main storage device being within a management range of a constitution managing software of each management object exchange EX1-EX3, the constitution data generated from the network managing equipment NME is brought to down-loading. By this constitution data, the exchange EX gives an instruction by remote power-on so as to execute initialization, and a constitution managing software executes initialization as a software so that the exchange EX which receives the instruction can operate by the constitution data brought to down-loading. In such a way, opening of the exchange is facilitated.
