PROBLEM TO BE SOLVED: To cut the cause of abnormality on plural control panels by remotely monitoring the operation of the respective control panels from a data terminal by accessing to the respective control panels of a radio base station from a test moving machine (TTR) through a radio line. SOLUTION: LAN mutually connects the plural control panels and TTR2 and the radio base station 1 are connected in two types by the radio line and a cable data communication line. The data terminal 6 arranged outside the radio base station 1 is connected to the cable data communication line for a general subscriber and TTR2 is accessed from the data terminal 6 through the cable data communication line. The operation of the respective control panels is remotely monitored from the data terminal 6 by accessing to the respective control panels of the radio base station from TTR2 through the radio line. Thus, the operation of the respective control panels can be recognized and the cause of abnormally on the plural control panels can be cut.
