Further, a control means is provided to change the number of picture elements constituting the local block, to calculate the average saturation and to execute control for repeating the change of the picture element number, and an adding means 50 is provided to calculate the sum of the maximum values obtained from the calculation part 40 each time the number of the picture elements is changed. Then, a deciding means is provided to decide whether this added value is more than a prescribed value or not so as to decide the presence and absence of color nonuniformity. Thus, the color picture signal obtained from a color image pickup element, etc., is automatically evaluated and labor is saved.
