PROBLEM TO BE SOLVED: To maintain an ecological system by making a net-like sheet adhere monolithically to the bottom of a porous block for embedding a large number of synthetic resin pipes passing through up and down and crossing them in an X-shape each other in a concrete slab. ;SOLUTION: A large number of synthetic resin pipes 2 are buried in a plane square concrete slab 1 for projecting an L-shaped frame piece 3 along edge sides of two sides adjacent to each other, the pipes 2 are crossed in an X-shape with two pipes as one set to bury, and the ends of the pipes are opened in both front and rear of the concrete slab 1. Then, water-holding agent, fertilizer and soil improvement agent are stored in through-holes formed by the pipes 2, the synthetic resin soil improvement agent, earth and sand suction preventing net-like sheet 4 are made to adhere to the rear side of the concrete slab 1 in order to hold the water holding agent, etc., in the through-holes.
