The present invention relates to a molten iron dephosphorization agent utilizing waste sludge generated as a by-product after removing fluorine from cooling water with a rare earth-based compound in a regeneration plant, and increases the cost of the dephosphorization agent among the molten iron degreasing agent composed of quicklime, fluorite, and iron oxide. By replacing all of the fluorspars and iron oxides, which are factors, with the rare earth-based fluoride-containing reclaimed waste sludge produced in the reproducing plant, it obtains better dephosphorization rate than existing molten iron degreasing agents, and at the same time, makes the waste resources effective. The purpose of the present invention is to provide a molten iron dephosphorizing agent that can reduce the manufacturing cost of molten steel by providing a lower dephosphorizing agent.;The present invention for achieving the above object is a molten dephosphorization agent consisting of a rolling scale or iron oxide-based dust, quicklime, recycled waste sludge, the recycled waste sludge as a sludge which collects fluorine in the cooling water as a main raw material of rare earth oxide ore The content of the rare earth fluoride (ReF 3 ) in the sludge is 50% by weight or more, and the molten iron dephosphorization agent has a weight ratio of 5 to 10% by weight of the recycled waste sludge, rolling scale (or iron oxide type dust) and quicklime in a ratio of 1.2% by weight.
