The instrument has a unit (12) to produce at least one laser beam. An inclination unit (42) aligns the laser beam unit at a fixed angle over a rotary inclination bearing. A levelling unit aligns the laser beam unit and the inclination unit to the horizontal over a rotary levelling bearing. The levelling bearing rotates about two levelling axes (66,72) to set a levelling plane. The inclination bearing rotates about two inclination axes (44,54), one (44) of which is parallel to at least one of the laser beams.
