PROBLEM TO BE SOLVED: To make it possible to reuse the frequency of spectra from a geostationary satellite by a method to be easily adjusted to develop geostationary satellite service matched with many service operations. ;SOLUTION: Globe locus lines 12 having plural satellite positions included in a system arranged on one of plural sattellite orbits in one of plural satellite orbit groups and plural satellite orbits having the same far points as that of an orbit plane inclined from the equatorial plane of the globe and another satellite orbit plane in the same satellite orbit group and expressed as straight loci connecting the center of the globe and respective orbit satellite positions are generated. In order to form a 1st set of the globe locus lines 12, 1st symmetrical longitudes are mutually symmetrically nested, the satellite positions of respective satellite locus groups are mutually adjusted and a specified minimum angular separation between satellites using the same frequency can be obtained by adjusting respective satellite positions.;COPYRIGHT: (C)1999,JPO
