PROBLEM TO BE SOLVED: To prevent time sequential data from not corresponding to getting on/off data. ;SOLUTION: An elimination inhibition means 109 monitors the recording states of time sequential data DT and getting on/off data DR in a reading/ recording means 108. When the normal recording of time sequential data DT and getting on/off data DR is executed as the result of monitoring, the elimination inhibition means 109 causes a first reset means 102 and a second reset means 105 to eliminate recorded data. When either of time sequential data DT and getting on/off data DR becoming a pair is not normally recorded, at least the operation of the reset means corresponding to data which is normally recorded between the first reset means 102 and the second reset means 105 is inhibited. Thus, only one piece of data is prevented from being eliminated and time sequential data DT and getting on/off data DR, which always become a pair, can be recorded in a recording medium 107.
