PROBLEM TO BE SOLVED: To harmlessly decompose dioxins contained in incineration fly ash and, at the same time, to stabilize heavy metals. SOLUTION: Solidified bodies are manufactured from the fly ash contained in the waste collected by means of a dust collector 20 by utilizing a hydrothermal reaction by kneading the fly ash with water and an additive and granulating the kneaded product and, at the same time, curing the product with steam. At the same time, heavy metals are stabilized. The solidified bodies are thrown in a fluidized bed incinerator 10 maintained in a reducing atmosphere and hazardous organic chlorinated compounds, such as the dioxins, etc. are reduced by decomposition.
