PROBLEM TO BE SOLVED: To allow the eccentric core fluctuation in the forward, backward, right, left, and vertical directions of a propeller shaft by forming an end face part on anti-stern pipe side of a set body attached to a stern pipe in such a manner that it surrounds a propulsion shaft like a key step consisting of two upper and lower steps, locking a front end of a rubber bellows to an upper step, and attaching a seal ring body to the other end thereof. ;SOLUTION: A set body 2 is fixed to a stern pipe through a screw bolt 3 in such a manner that it surrounds a propulsion shaft 1, and an end face part on anti-stern pipe side of the set body 2 is formed like a key step consisting of two upper and lower steps a, b. A tip p of a rubber bellows 4 is engaged with and fixed to an upper key part a of the set body 2, and a seal ring body 6 made of carbon material is fixed in a plurality of holes 5 drilled in a face part on the opposite side to the rubber bellows 4. A spring 7 is arranged on an inner face side of the rubber bellows 4 and is energized in the direction in which the seal ring body 6 is brought into pressure-contact with a rotor seat 11.
