PROBLEM TO BE SOLVED: To improve the reduction of volume by adding a cation modified guagum and a polyacrylate into dredged sludge having equal to or above a specific water content ratio to form floc and after adding an inorganic salt, naturally and forcibly dehydrating. SOLUTION: The strong floc is formed by simultaneously adding the cation modified guagum, cationized by introducing a quaternary alkyl ammonium salt to the guagum of a polysaccharide extracted from plant, and the polyacrylate into the dredged bottom mud composed of 20 g dredged bottom mud anhydrite of a lake or river and 80 g water and having =400% water content to neutralize the charge and to sufficiently entangle the high molecular weight polymer in fine soil particles and to add the inorganic salt to make shrink while the soil particle has both the cation modified guagum and the polyacrylate inside. The floc is dehydrated naturally or forcibly by using a bench press dehydrator.
