PROBLEM TO BE SOLVED: To provide a base material having high strength of the whole and high tensile strength and flexural strength by mixing straw fiber by untying a straw by drying a rice plant and wheat stalk in a resin plate. ;SOLUTION: When manufacturing a base material 8 of a trimming material such as a ceiling material of an automobile, first of all, a woolen material 1 by mixing straw fiber 1a formed in a fiber shape by untying a straw by drying a rice plant and wheat stalk and resin fiber 1b for thermal welding is manufactured. Next, needle work is performed on the woolen material 1 by mixing the straw fiber 1a and the resin fiber 1b by a large number of needles 2, and the respective fibers are entangled with each other to manufacture a felt-like member 3. Next, the felt-like member 3 is put in a heating furnace 4 to be heated by a heater 5, and the resin fiber 1b is melted to be fused on the straw fiber 1a. Then, the heated felt-like member 3 is carried outside the heating furnace 4 by a belt conveyor 6 or the like to be heated/pressurized by a hot press 7 to manufacture the base material 8.
