PROBLEM TO BE SOLVED: To prevent the increase of the source terminal transmission rate of a bypass origin (fault path) and a bypass destination after securing a band on a bypass destination route until completing changeover and to perform self- heeling without causing cell abandonment. ;SOLUTION: A source terminal transmission rate increase prevention part 5 is provided in an ATM cell switch device 1. For the part 5, constitution is different for respective ABR(available bit rate) modes supported by the ATM cell switch device 1. In the case of supporting an ER(explicit rate) mode, the ER field of an FRM(forward RM) cell and a BRM (resource management) cell is changed to the source terminal transmission rate at the time of securing the band and the cell is generated and inserted further. In the case of supporting an NI mode, the NI bit of the FRM cell and the BRM (backward RM) cell is changed to '1' and the cell is generated and inserted further. IN the case of supporting an EFCI(explicit forward congestion indication) mode, the EFCI bit of a data cell is changed to '1'.
