PROBLEM TO BE SOLVED: To efficiently manufacture and launch an submersed caisson by connecting a plurality of unit caisson bodies with connecting cables in the axial direction, and providing water stop materials at junctions between adjacent unit caisson bodies. SOLUTION: A tunnel (a) for a railroad is arranged at the center, tunnels (b) for a vehicle road are arranged on both sides, and a flexible structure type submersed caisson 1 is manufactured in a rectangular cross sectional shape. A plurality of unit caisson bodies 2 manufactured in a precast system in advance are installed in parallel in the axial direction, connecting cables 3 are inserted into sheathes buried in the skeleton portions of the unit caisson bodies 2, and the unit caisson bodies 2 are connected together in the axial direction by the connecting cables 3 to the prescribed length to form the submerged caisson 1. Water-swelling water stop rubbers 4 with a large expanding/shrinking property are inserted into recessed grooves formed on the faying faces between the unit caisson bodies 2.
