PURPOSE:To improve the precision of the extracted area of an extracted moving body when a background is updated by using a background integrating method. CONSTITUTION:When difference processing 105 between an input image obtained by thinning out an input image by 101 and a background image stored in a background image memory is performed by utilizing a threshold value which is spatially set by threshold value control processing 106, excellent motion extraction can be performed by setting the threshold value to a half as large as the difference value image. A background integration parameter is determined on the basis of an estimated value of the time required to complete the motion of the body at the current point of time which is obtained by state judgement processing 116 and the ratio of the binarization threshold value set spatially by the threshold value control processing 106 and the difference value obtained by the difference processing 105.
