PPROBLEM TO BE SOLVED: To properly determine the presence or absence of tampering by using the feature amount of an image. PSOLUTION: An alteration detecting system for determining the presence or absence of alteration in printed content of a printed matter is provided with a measurement region designator 306 for designating a plurality of regions for measuring the feature amount from a read image created, by reading the printed matter in which an original image is printed; a feature amount measuring section 204 for measuring the feature amount of each of the plurality of regions of the read image; a feature amount difference calculator 206 for obtaining the difference value in feature amount, between the original image and each of the regions of the read image; and a determining section 402 for determining whether the read image has been tampered, on the basis of a value calculated by the feature amount difference calculator.
