PPROBLEM TO BE SOLVED: To provide a method etc. for deciding the threshold of difference in image feature amount to be used for determining the presence or the absence of tampering. PSOLUTION: This system is provided with a region storage unit 120 for storing region information, including storing image specifying information of the arbitrary region of an original image and the positional information of the region; mark-inserting unit 104 for inserting a mark into the original image; printing-outputting unit 106 for printing the original image; reading unit 108 for creating a read image from a printed matter; mark-detecting unit 112 for detecting the positional information of the mark from the read image; positional information calculating unit 114 for calculating the positional information of a region, corresponding to the arbitrary region of the original image in the read image, on the basis of the region information and the positional information of the mark; image-segmenting unit 116 for segmenting into images from the original image and the read image; evaluation target data output unit 118 for outputting evaluation target data, including the pair of segmented images and image specifying information of each of the images; and threshold-deciding unit 212 for deciding the threshold, on the basis of the evaluation target data.
