PROBLEM TO BE SOLVED: To solve such problem on conflict caused by the recognition difference between plural subjects by managing the environment information of subjects distributed on a network, searching the environment information and the history of the environment information and making an action plan for a subject by referring to a rule for making an action plan. ;SOLUTION: The searching part 310 of an action planning device 300 of a subject A requests an environment information managing device 200 for the environment information of a subject B, the device 200 retrieves it and transfers it to the device 300. The device 300 sends estimated results of the action reason of the subject B in an action reason analyzing part 320 which are obtained by using the acquired environment information to an analysis information storing part 410. An advantage/ disadvantage comparing part 420 compares the analytical information about the subject A of the part 410 with the analytical information from the subject B and sends both the analytical information to the device 300. An object action learning part 340 prepares an action plan by using analytical information from a strategy managing device 400, value reference stored in a value reference storing part 330 and the estimated results in the part 320.;COPYRIGHT: (C)2000,JPO
